Hon. Evyn Jay C. Diaz
District 1
Board Member Evyn Jay C. Diaz is currently serving his first term in the Sangguniang Panlalawigan of Isabela, having previously represented the Labor Sector. Born on January 21, 1995, he hails from Calamagui 2nd, City of Ilagan, and is the son of incumbent City Mayor Josemarie L. Diaz.
He completed his basic education at Saint Ferdinand College from preschool to high school. In 2018, he earned his Doctor of Dental Medicine degree from the University of the East–Manila, and in 2024, he obtained his Master in Entrepreneurship from the Ateneo de Manila Graduate School of Business.
Board Member Diaz has an extensive background in youth and civic leadership. From 2010 to 2012, he served as Vice President of the Sangguniang Kabataan Federation of Isabela. In 2017, he was recognized as the Most Outstanding Rotaractor for his exemplary leadership and community service.
Hon. Emmanuel Joselito B. Añes
District 1
Board Member Emmanuel Joselito B. Añes is a licensed physician and committed public servant. Born on April 30, 1966 in the City of Ilagan, he began his education at Ilagan West Elementary School and later attended Isabela National High School.
He earned his Bachelor of Science in Zoology degree from the University of the East, and his Doctor of Medicine degree from Fatima College of Medicine. From 1998 to 2002, he completed his residency training in Ophthalmology at Rizal Medical Center.
His political career began in 2010 when he was elected as a member of the Sangguniang Panlungsod, where he served for three consecutive terms until 2019. He is currently serving his third term as a member of the Sangguniang Panlalawigan, which will conclude in 2025.
Hon. Ed Christian S. Go
District 2
Board Member Ed Christian S. Go was born on April 22, 1988 in San Mariano, Isabela, and is the son of incumbent San Mariano Mayor Ana Cristina S. Go.
He completed his elementary education at Ateneo de Manila Grade School in 2002, and graduated from Isabela National High School in 2006. In 2023, he earned his Bachelor of Science in Business Administration from Wesleyan College of Manila, Inc.
Board Member Go began his political career in 2013 as a member of the Sangguniang Bayan of San Mariano. He is now serving his final term as a member of the Sangguniang Panlalawigan, set to end in 2028.
Hon. Angelica L. Reyes
District 2
Board Member Angelica L. Reyes is from Magsaysay, Naguilian, Isabela. She earned her Bachelor of Science in Secretarial Administration from Saint Ferdinand College in 1989.
She served as Sangguniang Bayan Member of Naguilian from 2007 to 2016, and again from 2019 to 2025. This is her first term as a member of the Sangguniang Panlalawigan.
Hon. Jose T. Panganiban Jr.
District 3
Board Member Jose T. Panganiban Jr., a certified public accountant from Angadanan, Isabela, was born on May 30, 1966. He earned his Bachelor of Science in Business Administration, major in Accountancy, in 1989 from the Philippine School of Business Administration–Manila, and his Juris Doctor degree in 2003 from San Beda University - College of Law, graduating second in his class of 69.
He served as municipal mayor of Angadanan from 2004 to 2010, vice mayor from 2010 to 2013, and Sangguniang Bayan member from 2022 to 2024. He also represented the ANAC-IP Party List in Congress from 2013 to 2019.
He is the Lord Chancellor of the Alpha Phi Beta Fraternity – San Beda University, a member of the Philippine Institute of Certified Public Accountants, and affiliated with the Nationalist People’s Coalition (NPC). He also served as President of the Confederation of Ilocano Association, Inc. – PSBA Chapter.
Hon. Ramon Juan N. Reyes Jr.
District 3
Board Member Ramon Juan N. Reyes Jr. is from Alicia, Isabela. He completed elementary school at the School of Our Lady of Atocha in 1990 and high school at the University of Santo Tomas (UST) in 1994. He graduated in 1998 with a Bachelor of Science in Commerce, major in Business Administration, from UST – College of Commerce, and completed a vocational course in Computer System Design and Programming at AMA Computer Learning Center in 2022.
He began his public service career in 1998 as a legislative staff member in the House of Representatives. From 2007 to 2016, he served as a municipal councilor of Alicia. He was also Chapter President of Junior Chamber International (JCI) Alicia Kapagayan from 2007 to 2014.
First elected to the Sangguniang Panlalawigan in 2019, he is now serving his third and final term, which will conclude in 2028.
Hon. Clifford R. Raspado
District 4
Board Member Clifford R. Raspado is from Jones, Isabela, and is both a licensed nurse and physician. He finished elementary school at Jones West Central School in 2002 and high school at Jones Rural School in 2006. He earned his Bachelor of Science in Nursing from Arellano University – Legarda in 2010, and his Doctor of Medicine degree from Our Lady of Fatima University – Valenzuela.
First elected to the Sangguniang Panlalawigan in 2019, he is currently serving his third and final term, set to conclude in 2028.
Hon. Abegail V. Sable,
District 4
Board Member Abegail V. Sable hails from Cordon, Isabela. She completed her basic education at Infant Jesus Montessori School in 1993, and graduated with a Bachelor of Arts in Philosophy from De La Salle University in 1999.
Her public service career spans more than two decades, beginning as a Santiago City councilor from 2001 to 2010, followed by three consecutive terms as Board Member of Isabela from 2013 to 2022, and later as Vice Mayor of Cordon from 2022 to 2025. In 2025, she returned to the Sangguniang Panlalawigan, once again elected as Board Member.
Hon. Jonathan Jose C. Calderon
District 5
Board Member Jonathan Jose C. Calderon is from Roxas, Isabela. He studied at Roxas Central School (1987–1991) and La Salette of Roxas (1991–1995). He earned his Bachelor of Science in Nursing from Mt. Carmel College and his Doctor of Veterinary Medicine from De La Salle Araneta University Foundation.
He served as Sangguniang Bayan member of Roxas from 2011 to 2013, Provincial Board Member from 2013 to 2016, and Mayor of Roxas from 2016 to 2025. He was awarded “Most Outstanding Mayor” in 2020 by Superbrands, and in 2022 by Nation Builders and ALSWDOPI. In 2025, he returned to the Sangguniang Panlalawigan, once again elected as Board Member.
Hon. Manuel Faustino U. Dy
District 5
Board Member Manuel Faustino U. Dy was born on October 20, 1982, and hails from San Manuel, Isabela. He completed his elementary education at Ateneo de Manila and his high school education at KOSTCA School – Katipunan. He later earned his Bachelor of Science in Physical Therapy from the University of the East.
He served as Municipal Mayor of San Manuel from 2019 to 2022. In 2022, he was elected to the Sangguniang Panlalawigan and is currently on his second term.
Hon. Marco Paolo A. Meris
District 6
Board Member Marco Paolo A. Meris was born on August 13, 1984 in Cauayan City, Isabela. He completed elementary school at Our Lady of the Pillar Institution in 1997, high school at Our Lady of the Pillar College–Cauayan in 2001, and earned his Bachelor of Science in Computer Science from Centro Escolar University in Manila in 2005.
He has served as President of the National Movement of Young Legislators – Isabela Chapter, Regional Vice President of Junior Chamber International, and Board Director for the Province of Isabela in the Philippine Councilors’ League. In 2017, he was recognized as an Ambassador for Peace.
He served as Cauayan City Councilor from 2013 to 2019 and is now serving as a Provincial Board Member.
Hon. Amador A. Gaffud Jr.
District 6
Board Member Amador A. Gaffud Jr. was born on December 12, 1955 in Echague, Isabela. He graduated elementary at Echague Central School in 1967 and high school at the Lyceum of Echague in 1971. He earned his BS General (Pre-Med) degree from the University of the East in 1976 and completed units in BS Business Administration, major in Accounting, in 1980.
He served as President of the Philippine Guardian Brotherhood, Inc. in 1992 and was a member of JCI. His political career began as Sangguniang Bayan member from 2001 to 2010, then Vice Mayor from 2010 to 2013 and again from 2016 to 2022. He is now on his second term as Board Member.
