Hon. Antonio T. Albano
District 1
Now serving his third term in the 20th Congress, Representative Antonio “Tonypet” T. Albano of the First District of Isabela is a staunch advocate for public health, nutrition, and the overall well-being of the Filipino people. He actively promotes a healthy lifestyle through balanced nutrition and regular exercise, and he has been instrumental in advancing progressive health policies. Among his notable contributions is the authorship of measures that aim to expand patient access to alternative medicines, including medical-grade cannabis for therapeutic and palliative care.
A firm believer in self-empowerment, Rep. Albano encourages his constituents to pursue education and self-improvement rather than depend on government dole-outs. This “sariling sikap” (self-reliance) mindset is central to his personal values and legislative priorities, reflecting his commitment to excellence and continuous personal growth.
Rep. Albano's public service experience is deeply rooted in legislation. Prior to joining Congress, he served as Vice Governor of the Province of Isabela from 2013 to 2019, where he presided over the sessions of the Sangguniang Panlalawigan. During this time, he also served as President of the League of Vice Governors of the Philippines, demonstrating his leadership on both the provincial and national levels.
In Congress, Rep. Albano has authored several impactful bills focused on public health, education, and access to justice. Among his key legislative initiatives are House Bill 6632, which seeks to establish a Level 1 General Hospital with a ten-bed capacity in Divilacan, Isabela, to improve healthcare access in remote areas; House Bill 8273, which proposes the creation of a TESDA training and assessment center in Cabagan, Isabela, to provide residents with in-demand skills; and House Bill 792, which aims to institutionalize the Citizen Service Training Course, Citizen Service Corps, and the Citizen Service Mobilization Commission to promote civic responsibility and national preparedness. To strengthen the judiciary, he has also proposed the establishment of additional Regional Trial Court branches in the Second Judicial Region, particularly in the province of Isabela.
Rep. Albano earned his Bachelor of Arts in Political Science from the University of California, Los Angeles. He currently serves as Chairperson of the Board of Directors of the Philippine Red Cross – Isabela Chapter. Outside his legislative duties, he finds joy in spending time with his only daughter, Alleanda Lucia, and enjoys participating in various sports activities.
Hon. Ed Christopher S. Go
District 2
Now on his third term in the 20th Congress, Representative Ed Christopher S. Go of the Second District of Isabela upholds his family's legacy of public service as a committed national legislator and one of the strongest voices of the Isabeleños in the House of Representatives. He succeeded his mother, former Representative Ana Cristina Siquian-Go, who served in the 15th, 16th, and 17th Congresses. Building on her legislative foundation, Rep. Go has expanded efforts to improve the quality of life for their constituents. His father, Edgar T. Go, currently serves as Mayor of San Mariano, Isabela.
Rep. Go is known for his hands-on, grassroots approach to public service through his signature initiative, “Go Serbisyo.” He actively leads and participates in the implementation of key social assistance programs, including the Department of Labor and Employment’s (DOLE) TUPAD Program, the Department of Social Welfare and Development’s (DSWD) Medical Assistance to Indigent Patients (MAIP) Program, as well as his office’s own educational and burial assistance services. He has also championed vital infrastructure development projects across his district, including road and bridge construction, drainage systems, school and multipurpose building improvements, health facility upgrades, and irrigation enhancements.
In the 19th Congress, Rep. Go authored several significant legislative measures. Among them are House Bill 10094, establishing a TESDA Training and Assessment Center in the Municipality of San Mariano; House Bill 10041, increasing the bed capacity of Southern Isabela Medical Center from 350 to 700 beds; House Bill 10023, designating Isabela State University as the National Resources University of the Philippines; House Bill 9992, creating a District Engineering Office in the Second Legislative District of Isabela; House Bill 6072, identifying tourism development areas within the Philippine Science High School (PSHS) campus in the Municipality of Reina Mercedes; and House Bill 3576, establishing the Philippine Corn Research Institute, among others.
Rep. Go served as a Deputy Majority Leader and Vice Chairperson of the Committee on Appropriations in the 19th Congress. He was also an active member of nine other House Committees. Prior to his election to the House of Representatives, he served as a Member of the Sangguniang Panlalawigan of the Province of Isabela from 2013 to 2019.
Hon. Ian Paul L. Dy
District 3
Representative Ian Paul L. Dy of the Third District of Isabela brings to Congress a deep understanding of the importance of the family as the fundamental unit of Philippine society. His close engagement with fellow Isabeleños during his service as a Member of the Sangguniang Bayan and as Vice Mayor of the Municipality of Alicia allowed him to witness firsthand how directly addressing the diverse needs of families contributes to a healthier, more productive community. In recognition of this perspective, he was elected Chairperson of the Committee on Population and Family Relations in the 19th Congress.
His advocacies extend beyond family welfare and include prompt crisis response, free medical care for the underprivileged, food security, community safety, quality education for the youth, and livelihood assistance for his constituents. On the national stage, Rep. Dy supported several landmark laws, including Republic Act No. 11958, which rationalizes the disability pension of veterans; Republic Act No. 11966, also known as the Public-Private Partnership (PPP) Act; and Republic Act No. 11954, or the Regional Specialty Centers Act.
For his district, Rep. Dy filed House Bill 3669, which seeks to establish a hospital in the Municipality of Alicia, and House Bill 3668, creating an additional Regional Trial Court branch in the Second Judicial Region, also to be stationed in Alicia. He is also among the lawmakers supporting the reinstitution of absolute divorce as an alternative means for dissolving marriage.
In the 19th Congress, he served as Vice Chairperson of several key committees, including Appropriations; Foreign Affairs; Government Reorganization; the North Luzon Growth Quadrangle; Public Information; and Strategic Intelligence.
Outside of his legislative work, Rep. Dy is an active member of Junior Chamber International (JCI) and regularly participates in charity initiatives. He is a devoted father to his son.
Hon. Joseph S. Tan
District 4
The Honorable Joseph S. Tan serves as the Representative of the Fourth District of Isabela in the 20th Congress. In the 19th Congress, he served as Vice Chairperson of the Committee on Public Works and Highways and was a member of seven other committees, including those on Appropriations, Flagship Programs and Projects, Games and Amusements, and Local Government.
Rep. Tan has channeled substantial legislative efforts toward the comprehensive socio-economic development of his district. Among his notable local initiatives are the BESPREN Jobs Fairs, BESPREN Kamustahan at Ugnayan sa Distrito 4, the construction of SPED classrooms, and the continued provision of financial and medical assistance to his fellow Isabeleños.
His legislative accomplishments in Congress are reflected in several key measures. These include House Bill 10178, which allows for electronic registration and voting by overseas Filipinos; House Bill 11049, which promotes entrepreneurship by strengthening financing and support programs for micro, small, and medium enterprises; House Bill 10041, increasing the bed capacity of Southern Isabela Medical Center from 350 to 700 beds; House Bill 11023, designating Isabela State University as the National Water Resources University of the Philippines; and House Bill 8910, which proposes a national policy to prevent adolescent pregnancies and institutionalize social protection for adolescent parents. Notably, House Bill 7006 was enacted into law as Republic Act No. 11964, also known as the Automatic Income Classification of Local Government Units Act.
Prior to his tenure in Congress, Rep. Tan served three consecutive terms as Mayor of Santiago City, Isabela (2013–2022). Under his leadership, the city was recognized as a four-time recipient of the Seal of Good Local Governance and earned multiple Hall of Fame awards for excellence in local governance.
He earned his Bachelor of Science in Civil Engineering from Mapúa University (formerly Mapúa Institute of Technology). A passionate sports enthusiast, Rep. Tan enjoys basketball, table tennis, and badminton—sports he believes instill discipline, precision, and strength.
Hon. Faustino Michael Carlos T. Dy III
District 5
Unopposed in the 2025 elections, Representative Faustino Michael Carlos T. Dy III is now serving his third term in the 20th Congress. He was a prominent advocate for youth empowerment during the 19th Congress, where he served as Chairperson of the Committee on Youth and Sports Development. In this role, he actively supported national athletes and coaches through various initiatives and legislation.
He comes from a family of distinguished and dedicated public servants in the province of Isabela. Despite his substantial political heritage, he stepped out of the shadow of his illustrious forebears and built a name for himself. His political career began as Sangguniang Kabataan Chairperson in his hometown of San Manuel, Isabela, where he was later elected Mayor.
Representative Dy has consistently demonstrated a strong legislative performance. In the 19th Congress, he authored several key measures, including House Bill 10023, which designates Isabela State University as the National Water Resources Center of the Philippines; House Bill 9604, establishing a school break sports program; House Bill 9039, creating a Tourist Protection and Assistance Council to ensure the safety and security of tourists and tourist facilities; House Bill 7375, declaring April as National Basketball Month; and House Bill 6715, which promotes the development of sustainable cities and communities across the country.
He currently serves as Vice Chairperson of the Committee on Ecology and is a member of nine other House committees, including those on Appropriations, Foreign Affairs, Health, Natural Resources, and Trade and Industry.
Outside of his legislative responsibilities, Representative Dy is actively involved in several socio-civic organizations and sports clubs, including Junior Chamber International, Rotary Club, the Free and Accepted Masons of the Philippines, and the Philippine National Shooting Association.
He pursued studies in Sports and Recreational Management at De La Salle University and in Multimedia Sports at the College of Saint Benilde. He is married to Kristine A. Dy, and they have four children.
Hon. Faustino G. Dy III
District 6
Faustino “Bojie” G. Dy III is a veteran public servant and influential political leader from the province of Isabela. Born on August 31, 1961, he is a member of the prominent Dy political family and currently resides in Cauayan City. He is married to Mary Ann A. Dy.
He began his public service career in 1980 as the Action Officer of the Kabataan Barangay for Region II, and later served as Director of the Kapisanan ng mga Barangay ng Pilipinas in 1989. In 1990, he was appointed Vice Mayor of Cauayan, Isabela, a position he held until 1992. He was then elected Mayor of Cauayan, serving from 1992 to 2001. From 2001 to 2010, he represented Isabela’s 3rd District in the House of Representatives. He went on to serve as Governor of Isabela for three consecutive terms from 2010 to 2019, and then as Vice Governor from 2019 to 2025. In 2025, he was elected Representative of Isabela’s 6th District and will serve in the 20th Congress of the Philippines.
