Hon. Rodolfo T. Albano III
Governor
Rodolfo “Rodito” Taguinod Albano III, born on March 2, 1959, in Cabagan, Isabela, is the eldest of six children of the late Congressman Rodolfo B. Albano, Jr. and Josefina Taguinod-Albano. He is married to Atty. Mylene Garcia Albano, the first Filipina Ambassador to Japan, with whom he has one child, Rafael Alfredo G. Albano. He completed his elementary and secondary education at La Salle Greenhills and earned his AB Political Science degree from De La Salle University, Manila.
Governor Albano began his career in public service as Kabataang Barangay Chairman of his hometown and went on to serve as Mayor of Cabagan, Congressman, and Vice Governor before becoming Governor of Isabela.
He held key national and regional leadership roles, having been appointed by President Rodrigo Duterte and later reappointed by President Ferdinand Marcos Jr. as Chairman of the Regional Development Council (RDC) Region 02, and currently serving as Chair of the Luzon Regional Development Committee.
Guided by his principle “to invest in people,” Governor Albano has ensured that the programs and projects of the provincial government uplift the lives of Isabeleños. Working in partnership with Vice Governor Faustino G. Dy III during his first two terms, he strengthened cooperatives, empowered communities, education, and forged international partnerships that advanced agriculture, trade, and culture in the province, laying the groundwork for inclusive growth and sustainable development.
His administration has implemented pioneering initiatives, including the country’s only province-wide free rice assistance program for vulnerable households, the I-RISE program to support micro, small, and medium enterprises and the modernization of rural infrastructure through the establishment of the Isabela Rice Processing Center, farm mechanization, and the provision of hauling trucks to every barangay.
In health and social services, his leadership has brought significant improvements to hospitals and expanded access to dialysis treatment through multiple centers across the province. Nutrition programs such as the Busog-Lusog Milk Feeding Program for schoolchildren have been introduced, alongside critical medical support services like Sagip-Mata and Sagip-Buhay. Persons with disabilities have received assistive devices, and disaster preparedness has been strengthened through the establishment of the Isabela Emergency Operations Center.
Now in his third term, Governor Albano remains steadfast in advancing transformative programs in education, health, livelihood, agriculture, and rural development, with the commitment that no Isabelino will be left behind.
