Vice Governor

Francis Faustino “Kiko” A. Dy is not your typical politician. A trailblazer from the grassroots up, he is the current Vice Governor of the Province of Isabela, known for fusing youthful energy, modern leadership, and deep community roots into every role he takes on.

Kiko’s journey began in Barangay San Fabian, Echague, where he served as Barangay Captain from 2013 to 2015. At just 27 years old, he already held four concurrent leadership positions: he was ABC Federation President of Echague, LNB Provincial Federation President of Isabela, Ex-Officio Member of the Sangguniang Panlalawigan, and LMP President of the Isabela Chapter. This unique combination of roles gave him a rare, bottom-up perspective of governance that would later define his leadership style.

From 2016 to 2025, he served as Municipal Mayor of Echague, steering the town into a new era of growth—building roads and schools, digitizing frontline services, supporting local farmers, and proving that rural leadership can be as innovative as any urban capital. Under his watch, Echague became a benchmark for smart, inclusive governance in the region.

His academic foundation is just as impressive. He earned his Bachelor of Arts in Multimedia Arts from De La Salle–College of Saint Benilde, then sharpened his leadership edge at the world stage through Executive Education at Harvard University’s John F. Kennedy School of Government.

Beyond politics, Kiko is a man of many passions. He’s a devoted husband to Maria Katrina Jessica Dy, the National President of the Liga ng mga Barangay, and a proud father of five children. He’s also an endurance athlete, trail runner, motorcycle collector, and home cook who believes that great leaders must remain grounded in family, faith, and community.

Whether on the trail, in the council hall, or on the farm, Vice Governor Kiko Dy is proof that youthful leadership, when anchored in service, can move provinces—and people—forward.
